It means the promised 1080p at 60 frames was measured with an upscaler running, not at native resolution. The game renders at a lower resolution and stretches the result to 1080p — that is how a GTX 1660 reaches those 60 frames.
One practical consequence: if your build sits near minimum spec, DLSS, FSR or XeSS are not a bonus but part of the condition. Switch upscaling off and you will land noticeably below the promised 60. The recommended tier carries no «Upscaled» label: there, 1440p at 70+ frames was measured natively.
CONFIRMED DLSS, FSR and XeSS support is stated officially — the rest of the confirmed mechanics.
BULKHEAD has published no benchmarks, so what follows is a class-based orientation against the two cards named in the requirements — not measured frame rates. Once real benchmarks exist, this table gets replaced by them.

The game launches into Early Access, where optimisation is still changing, and a free playtest application gives you a shot at testing it on your own hardware for nothing.
